Exempt from a building permit only if it is a "prefabricated swimming pool accessory to a group R-3 that [is] less than 24\" deep, and not greater than 5000 gallons and [is] installed entirely above ground" (Building Inspections FAQ). The Town publishes separate "Pool Submittal Requirements" on the Building Permits page, and pool construction is named as a project requiring the Single Family Residential Stormwater Management and Tree Preservation permit. The Town also states: "After March 1, 2020 all building and pool applications will require you break out your job costs to reflect work associated with the land clearing and the building of the structure or pool." Pool equipment location must be shown on the site plan. Under flood ordinance § 152.20(E), pool equipment filters and pumps are among the items not precluded below the design flood elevation, subject to the conditions stated there.

Jim farms seven Mount Pleasant neighborhoods specifically — not “the Charleston area.” That is the whole point of this index: one agent who knows which street floods, which floor plan appraises, and what the last eleven sales actually closed at, because he keeps the record himself.
