The 45-day checklist

The 45-day playbook

South Carolina gives new residents 45 days to convert their license, register vehicles, and file for the 4% owner-occupied tax ratio. The last one, missed, is real money — about a third of your annual property tax. In order:

    Turn power on at the closing address

    Dominion Energy is the only power utility for Mount Pleasant. Call three business days before you move in to schedule a same-day activation.

    Why: Electric activation takes 24-72 hours. Miss it and you close on a house with no lights, no HVAC, no fridge — and no reasonable way to accelerate.

    Turn water on

    Most of Mount Pleasant is on Mount Pleasant Waterworks. A small strip near the peninsula is Charleston Water System. Your closing paperwork lists which — call that utility.

    Why: MPW asks for the closing date on setup — mismatched dates delay activation and can leave you with a deposit charge you did not expect.

    Register your address for trash pickup

    The Town of Mount Pleasant runs curbside trash and recycling. Pickup day depends on your zone. Register once and they mail your zone card.

    Why: Missing your first pickup by not knowing the day is a week of stacked bags in a Lowcountry summer. Ask a neighbor which day too — that is faster than the town's phone.

    Order internet

    Spectrum covers all of Mount Pleasant. AT&T Fiber is in most neighborhoods but not all — check by address on att.com. Both do same-week installations; both charge less on the phone than online.

    Why: Working-from-home movers should schedule the tech visit for the day AFTER closing. Same-day installs get bumped when the closing runs long.

    Get an SC driver's license

    South Carolina gives new residents 45 days to convert an out-of-state license. Bring: current license, proof of SC address (utility bill or lease), Social Security card, birth certificate or passport.

    Why: Driving on an out-of-state license past 45 days is a moving violation in South Carolina. It is also the deadline that unlocks the 4% owner-occupied tax ratio (your ID has to say SC for the tax office to file the application).

    Register vehicles + pay the car property tax

    SC charges an annual property tax on each vehicle — this is billed to you separately from your registration renewal. You pay the county, then take the receipt to the DMV to register the plate.

    Why: The vehicle tax is a genuine surprise for movers from states that do not have one (most northeastern and midwestern states). On a $40k newer car it is roughly $500 the first year.

    Apply for the 4% owner-occupied ratio

    SC assesses owner-occupied primary residences at 4% and everything else (rentals, second homes) at 6%. This is an application — the tax office will NOT assume it. File once, at Charleston County Auditor.

    Why: The delta is roughly a third of your annual property tax. On a $900k home in Mt P that is ~$1,700 a year, forever — until you sell.

    Register to vote

    SC lets you register online with a state-issued ID. Do it the same day you get your SC license.

    Why: Local elections in Mount Pleasant (Town Council, school board seats, county-level questions) run frequently and are decided by very small vote counts.

    Register school-age children

    Charleston County School District enrollment is by attendance zone. Bring proof of address (deed, closing statement, or lease + utility bill), the child's birth certificate, and immunization records.

    Why: Zoned school placement is by address AND enrollment date. Register on the day you close if you want your first-choice school to have a seat when the year starts.
