OPAL is the Town's "one-stop-shop" portal for planning, building, code enforcement and business license applications. Portal sign-in/registration: https://eody.fa.us6.oraclecloud.com/fscmUI/publicSector.html (linked from the Town's Apply page). Registration with an email address is required before applying. Plans must be uploaded in.pdf format. System email comes from noreplyopal@tompsc.com. Applications submitted through OPAL include commercial and residential building permits, trade work, encroachment permits, tree removal, board and commission applications, zoning verification letters and code enforcement complaints. The Town lists items that do NOT go through OPAL: address request, annexation petition, event and film permit, FOIA request, short term rentals, tree bank grant, and vision corridor approval request.
