Ord. 18103, passed 1-8-19; program effective March 1, 2019. "Contractors and residents who plan to proceed with clearing and grading activities that disturb or alter land on a single family parcel must have a stormwater management and tree preservation permit prior to doing so. You can make application for this permit only by making application for a building permit." Projects named: construction of a new home, improvements or additions to an existing home, deck or screened porch, construction of a pool, or any detached structure. "Any applicable Building Permit application received on or after March 1, 2019 will not be approved and issued until this Single Family Stormwater Management and Tree Preservation Permit is issued and all inspections are successfully completed." Submittal requires a complete set of architectural and structural plans and a formal survey. The published checklist requires a drainage plan (design contours, swales, positive directive drainage, fill in feet above existing grade, points of concentrated discharge — roof downspouts cannot be within 10 feet of a common property line, existing and proposed contours, FFE/garage slab and elevation points at property corners, existing utilities) and a site plan (zoning district and overlay, front/rear/side setbacks, easements, buffers and OCRM critical lines, building coverage calculation, impervious surface calculations if in the ISLC-OD, square footage broken out heated/unheated, height, location of all equipment including HVAC units/generators/pool equipment/gas tanks, and required parking of no less than 9' x 18'). Properties inside the Old Village Watershed Study area must follow the Old Village Builders Guide (Ord. 18039); new homes there are a Category 1 project.
