Short-Term Rental Permit (Town of Mount Pleasant)

Short-term rentals ARE permitted in Mount Pleasant, but only under an annual Short-Term Rental (STR) Permit issued by the Department of Planning, Land Use, and Neighborhoods. Town page: "Property owners who plan to use residential homes, accessory dwellings, or portions of their homes as short-term rentals are required to have a short-term rental permit and a business license." Code: Ch. 156 (Zoning Code), Part 6, §§ 156.515-156.523 (Ord. passed 1-14-25; the program originated with Ord. 19048, passed 8-13-19, am. Ord. 21019, passed 4-13-21). § 156.519(A): "To operate each STR, one must obtain an STR permit, which must be applied for on an annual basis." PUBLISHED FEES, § 156.519(C): non-refundable application fee of $250 for owner-occupied STRs; $500 for whole-house rentals and ADUs — "These fees are established by Town Council and may be changed from time to time." Other published figures: $100 non-refundable review fee to transfer a permit to a surviving joint tenant who is an immediate family member (§ 156.519(A)(3)(d)); $500 penalty fee added to standard permit fees for any application on an STR that was illegally operating the prior year (§ 156.519(A)(2)(b)). RENEWAL WINDOW, § 156.519(A)(2)(a): current operators must apply and pay "starting November 15 and ending midnight December 15"; those who meet that deadline and prove prior-year compliance are NOT subject to the 400 cap. Applications from current operators filed after December 15 are subject to the cap and are treated as new applications. Permits do not transfer on sale — § 156.519(A)(3): "STR permits shall not transfer upon conveyance of the property." A new owner must file a new application and fee.
