The Town publishes no roofing-specific exemption. The governing language is the general rule in the Building Inspections FAQ (permits required to "repair" or "alter" a building or structure) together with § 150.002(B) ("Where valuation (material and labor) does not exceed $1,000. No permit is required, unless an inspection is required."). The FAQ's exemption list covers only papering, painting, millwork and carpet/tile replacement among finish trades; roofing is not on it. Roofing is a line item on the Town's Estimated Cost of Repairs/Reconstruction/Improvements form used for flood-zone substantial improvement review. The Town instructs: "When in doubt, please email buildinginspectionsdivision@tompsc.com to verify if your scope of work would require a building permit or other review."
