The Town publishes no driveway-specific permit page or exemption that could be located on tompsc.com. What the Town does publish: a driveway is expressly named as impervious ground cover in the Single Family Stormwater Management and Tree Preservation checklist, which requires impervious surface calculations for parcels in the Impervious Surface Lot Coverage Overlay District (ISLC-OD) — "Examples of impervious ground cover are a concrete or asphalt slab, driveway, sidewalk, patio, pool building footprint area, street, curbing and elevated covered decks." The Impervious Surface Overlay District was established by Ordinance No. 17053 (first reading September 14, 2017) and applies to properties in the district zoned R-1, R-2, R-3, R-4 and Planned Development developed with single family detached dwellings. Work in a Town drainage easement or right-of-way requires an encroachment permit; work in a state road right-of-way is SCDOT's.
