Building Permit Allocation System (BPAS) — new homes and ADUs

Applies to building permit applications for a residential dwelling unit placed on a vacant lot or parcel in Town limits on which a residence did not exist as of the date of adoption. "Redevelopment (tear down and rebuilds) are not subject to the BPAS except if you are adding more dwelling units than what previously existed." Covers New Single Family (attached and detached), Accessory Dwelling Units and Multi-family Units townwide except Carolina Park and Liberty Hill Farms; low income/affordable housing is also excluded. Permits are issued semi-annually, first come first served, with half the allocation available January 1 and half July 1. Unissued permits carry over. Complete applications only — "Incomplete submittals will be rejected, and your plan review deposit will not be refunded. Applications with the Contractor listed as to be determined will not be accepted." Plan substitutions are not allowed. Applicants are limited to ten building permit applications in any one 24-hour period, and no more than 25 single family homes may be applied for in any one six-month cycle for a single family development. The page states the program "will be in operation for five-years with a start date of January 8, 2019" — a five-year term from that date would have run to January 2024 while the page still says the Town is "currently operating under" BPAS.
