The Town's published rule set that governs every dog outing in Mount Pleasant. Dogs must be leashed in EVERY public area of Town - the Town names parks, sidewalks and shopping centers - and a dog being well trained is expressly not an exemption. Dogs may be off leash ONLY in designated dog parks or where signage explicitly permits it. The Town names exactly four off-leash areas: Memorial Waterfront Park Dog Park, Marsh View Trail Dog Park, Carolina Park Recreation Complex, and the Dog Park at Palmetto Islands County Park (which the Town notes is operated by Charleston County Parks, not the Town). ORDINANCE 90.54: all dogs and cats over six months of age must wear a collar or harness securely attached, with a proof-of-rabies-vaccination tag issued by a licensed veterinarian. ORDINANCE 90.29 (nuisance animals): it is unlawful to keep an animal in a way that creates a public nuisance, including allowing an animal to run loose or not be under proper restraint, or maintaining an animal that habitually chases, snaps at, bites or attacks pedestrians, bicycles, vehicles or other animals. Consequences can include fines and, in severe cases, removal of the animal.
