"Certificates of Occupancy or Completion may be requested after the successful completion of all required inspections by emailing inspectionsmp@tompsc.com. These requests are reviewed and processed in the order received. The Town Of Mount Pleasant does not provide a CO with Conditions previously known as Temporary COs." For substantially improved or new elevated buildings with ground floor below the design flood elevation, flood ordinance § 152.23(D) requires a nonconversion agreement recorded with the Charleston County Register of Deeds, with a recorded copy returned to the Building Inspection Division "prior to the issuance of a certificate of occupancy."

Jim farms seven Mount Pleasant neighborhoods specifically — not “the Charleston area.” That is the whole point of this index: one agent who knows which street floods, which floor plan appraises, and what the last eleven sales actually closed at, because he keeps the record himself.
