§ 156.517 DEFINITIONS: "SHORT-TERM RENTAL. (1) The rental or lease for valuable consideration of a residential dwelling unit, or portion thereof, for a duration of less than 30 consecutive days; (2) Home-based businesses and tourist accommodations, including hotels (includes motels and extended stay accommodations), boutique hotels (includes inns), and similar accommodations located on property in a commercial zoning district are excluded from the definition of SHORT TERM RENTALS and thus are not subject to this part." The threshold is LESS THAN 30 CONSECUTIVE DAYS — 29 nights or fewer is a short-term rental; 30 consecutive days or more is not. § 156.517 also defines RESIDENTIAL DWELLING UNIT as "A building or portion of a building arranged or designed to provide complete independent living facilities for one or more persons, including permanent provisions for living, sleeping, eating, cooking, and sanitation," and STR OPERATOR as "Any property owner who receives payment for operating a residential dwelling unit, or portion thereof, as a short-term rental." § 156.516(B): the part "applies to any and all businesses that qualified as a bed and breakfast under previous town ordinances." The town's separate business-license rule uses the same line: a property owner "leasing a residential dwelling unit for less than thirty consecutive days is deemed doing business in the Town of Mount Pleasant."
