OWNER OCCUPANCY: Mount Pleasant does NOT require the owner to live on site for a whole-house rental. § 156.519(B)(1)(b) sets out three permitted configurations: "1. An STR operator may rent their residential dwelling unit, in its entirety, to one 'guest' or 'entity'; 2. An STR operator may reside in their residential dwelling unit, while renting one bedroom, and up to six bedrooms, to separate 'guests' or 'entities,' in the fashion of a traditional bed and breakfast; or 3. Where there is a legally established accessory dwelling unit, an STR operator may rent their accessory dwelling unit, in its entirety, to one 'guest' or 'entity,' or an STR operator may rent their principal residential dwelling unit, in its entirety, to one 'guest' or 'entity.' If the owner does not live on site, in no case shall the ADU and principal residential dwelling unit be rented separately. Occupancy of an accessory dwelling unit is limited to no more than three persons." The bed-and-breakfast style configuration (2) is the only one that requires the operator to reside there, and it is capped at six bedrooms. OCCUPANCY: § 156.519(B)(1)(e): "The maximum overnight occupancy, which shall not exceed two persons per bedroom, plus two additional people for a whole-house rental." PARKING: § 156.519(B)(1)(d): "At least one additional off-street parking space is required for each residential dwelling unit rented as an STR. The STR operator must designate and assign a maximum allowable number of STR renter vehicle parking spaces on site during any rental period, and submit a photo of designated parking spaces with the STR application. Further, the STR operator must disclose in their advertisement, as well as notify all renters of, the maximum number of vehicles permitted at one time on the STR property." DAYS PER YEAR: the ordinance sets no MAXIMUM number of rental days. It sets a MINIMUM — § 156.519(B)(1)(n): "Proof of minimum rental requirement of 24 nights and four separate bookings." OTHER APPLICATION ITEMS (§ 156.519(B)(1)): copy of general liability insurance; a designated local agent who "must be able to physically respond to the site within 60 minutes in case of emergency" (§ 156.519(A)(5)(b)); certification that a summary of town regulations on noise, trash, parking, alcohol, animals, litter and golf carts is "prominently posted within the property." TWO PERMITS PER OWNER — § 156.520(C): "The number of STR permits issued to one permitholder is limited to two."
