FEMA's Risk Rating 2.0 methodology took effect for NEW policies on October 1, 2021 and for RENEWING policies from April 1, 2022, with full implementation April 1, 2023. FEMA states the old approach was 'predominantly based on relatively static measurements, emphasizing a property's elevation within a zone,' and that rates are now set on a property's own flood risk and its replacement cost. Rating variables FEMA lists: flood frequency, multiple flood types (river overflow, storm surge, coastal erosion and heavy rainfall), distance to a water source, property elevation, and the cost to rebuild the home. Practical consequence for a Mount Pleasant buyer: the FIRM zone letter still controls whether a lender must require a policy, but it no longer sets the price — two houses in the same AE zone can be quoted very differently based on elevation, distance to water and rebuild cost. Congress caps most annual premium increases at 18% per year, so a seller's current premium can be far below the eventual full-risk rate on a house still gliding upward; ask for the declarations page AND ask the carrier what the full-risk rate is. South Carolina figures FEMA published April 2025: 208,600 NFIP policies in force, about 1.7 million SC properties not covered, average NFIP claim payout in SC over the prior ten years $27,100 versus an average FEMA Individual Assistance payout of $3,600. Of SC policies at transition: 53,215 saw immediate decreases; 137,604 increases of $0-$10/month; 12,469 increases of $10-$20/month; 5,276 increases greater than $20/month. Checked 2026-09-04.
