The effective countywide Flood Insurance Study and FIRMs for Charleston County and Incorporated Areas are dated JANUARY 29, 2021. Confirmed three independent ways on 2026-09-04: (1) FEMA Map Service Center product records — FIS report 45019CV000B, FIRM database 45019C_20210129, and NFHL county dataset NFHL_45019C, all with effective date 01/29/2021; (2) Charleston County Ordinance No. 2124 (adopted 10/6/2020), Sec. 9-21 'Basis for establishing the areas of special flood hazard': 'Charleston County declares that the Charleston County Flood Insurance Study, including the FIRMS, dated January 29, 2021, copies of which are on file in the Office of Building Inspection Services and online at charlestoncounty.org and msc.fema.gov, is hereby adopted.'; (3) Town of Mount Pleasant Code s.152.05(A)(1), which applies Chapter 152 to areas identified by FEMA 'in its Flood Insurance Study for Charleston County, South Carolina and Incorporated Areas, dated January 29, 2021.' The Town states: 'any permit issued on or after January 29, 2021, will be reviewed to reflect the new flood zone and flood ordinance changes.' What changed on that date in Mount Pleasant, per the Town: Design Flood Elevation went from BFE+1 ft to BFE+2 ft; the Coastal A Zone was added and is regulated like VE; maximum cumulative enclosure below an elevated AE building rose from 200 to 299 sq ft; a 600 sq ft cap was added for residential accessory buildings; and the substantial-improvement cumulative period was cut from ten years to five.
