Town of Mount Pleasant. Roadway extension from US 17 to Billy Swails Boulevard and Rifle Range Road, running primarily through the jointly owned Town/Charleston County park. Opened November 1, 2023 after a dedication ceremony. Designed under the NEPA process to preserve eligibility for federal funds. TWO THINGS DRIVERS ASK ABOUT, per the Town's own FAQ: (1) the US 17 intersection is right-in/right-out only because this is phase one of a two-phase project — the second phase, the Long Point Realignment project, remains in the Town's long-range transportation plan but IS NOT CURRENTLY FUNDED for construction; it was not built with the parkway because of concerns about impacts to the historic Boone Hall Plantation property, and to allow traffic to be reassessed after Billy Swails Boulevard is complete. (2) There are no traffic signals on the new road because opening-day traffic projections did not meet federal and state signal warrant standards. Named for Officer Vaughn Ed Kee, killed in the line of duty December 13, 1985. Checked Sept 4, 2026.
