Charleston County, with equipment installed by the Town. Completed 2024-2025 ahead of the main widening. Per County news release #4863 (July 22, 2024): the Joe Rouse Road / SC-41 intersection was reconfigured with a free-flow signal phase for SC-41 southbound (except when a pedestrian is crossing), a single left-turn lane from Joe Rouse onto SC-41 southbound, and extended storage; new patterns went live 6 a.m. Wednesday, July 24, 2024. Remaining phases, including the SC-41/US 17/Dingle Road intersection, were expected to finish in October 2024. The County's project FAQ (checked Sept 4, 2026) states interim improvements "were completed in 2025," and also included signal-timing updates and minor construction at US 17 and SC 41, plus two County-funded intersection equipment upgrades at 41/Joe Rouse and 41/Rivertowne-Dunes West. NOTE: the completion year is stated as 2024 in the news release and 2025 in the current FAQ.
