Upgrades three existing CARTA stops to sheltered stops with bench and amenities such as bike racks: Johnnie Dodds Boulevard (Frontage Road) at Anna Knapp Boulevard, stop #704; Stuart Engals Boulevard at Wando Crossing Shopping Center, stop #865; Stuart Engals Boulevard at Wando Crossing Center, stop #711.
