The adopted plan is the Town of Mount Pleasant Comprehensive Plan 2019-2029; the horizon year is 2029. The original plan was adopted October 13, 2020. The statutorily required five-year update was adopted by Ordinance No. 25042, 'An Ordinance providing for a five-year update to the Town of Mount Pleasant Comprehensive Plan 2019-2029,' which received first reading July 8, 2025 and final reading August 12, 2025, passing unanimously as amended and signed that date. The adopted amendment, moved by Councilmember Rambo and passed unanimously, provides that all properties outside the urban growth boundary receive a future land use designation of RC-2; staff explained the urban growth boundary runs along Darrell Creek Trail and Theodore Street, and that the prior zoning code assigned properties outside the boundary as RC but that this did not carry into the new code. The update incorporates current demographic data, ongoing initiatives, and public feedback from 2022-2023 community meetings, and expands the business environment and resilience sections as required by State Code, which obliges the Town to review and update the plan every five years. The plan is published on the Town's Comprehensive Plan page, including an interactive flipbook version. Council indicated in July 2026 that the next Comprehensive Plan update is approximately four years away.
