Mount Pleasant maintained a moratorium on new apartment, condominium and townhome development that began in 2017-2019 and was extended repeatedly, with the stated purpose of allowing the Town to complete its zoning code rewrite. The moratorium ran roughly seven years and has EXPIRED — it was not in force as of the date checked (September 4, 2026), and the Town's Planning, Land Use, and Neighborhoods page lists no active development moratorium of general application. The practical consequence is that the 500 multi-family dwelling unit allocation established by Ordinance 23035 for the 2024-2029 program term is now available to applicants, subject to the same first-come, first-served cycle mechanics as other BPAS permits. The moratorium ordinances included an exemption for attainable/workforce housing.
