Part 6 does not allocate short-term rentals district by district. § 156.516(A): "This part applies to all short-term rentals, as defined in § 156.517." The controls are on dwelling TYPE, on covenants and on the cap — not on a list of permitted districts. § 156.521 PROHIBITIONS: "(A) The use of any structure as an STR that does not meet the definition of a residential dwelling unit is prohibited. (B) STRs are prohibited within any neighborhood that specifically prohibits short-term rental activity by way of their enforceable covenants and restrictions. (C) The use of any structure as an STR that is defined per Subchapter N as a triplex, quadplex, or multiplex dwelling is prohibited. (D) The hosting of events such as, but not limited to, weddings, parties, or similar gatherings, consisting of more than the maximum overnight occupancy of each STR, which shall not exceed two persons per bedroom plus two additional people per rental dwelling, are prohibited." Separately, § 156.517(2) carves hotels, motels, extended stay, boutique hotels and inns "located on property in a commercial zoning district" OUT of the STR definition — those are regulated as tourist accommodations, not under Part 6.
