Mount Pleasant business licence for a short-term rental

A business licence is required in addition to the STR permit. § 156.519(D): "(1) Business licenses must be obtained by the STR operator and renewed annually by the submittal of a business license application and tax as established by the town in Chapter 110. (2) A business license will only be issued after the STR permit has been issued. (3) The business license number and the maximum occupancy for each STR must be prominently displayed in the STR." The town's 2019 notice states the rule plainly: "A property owner leasing a residential dwelling unit for less than thirty consecutive days is deemed doing business in the Town of Mount Pleasant and a business license is required for that activity," and separately "A property owner leasing three or more residential dwelling units for 30 or more days is deemed doing business and a business license is required." PUBLISHED RATE: the town's Appendix B class schedule places NAICS 721 "Accommodation" in Rate Class 1; Appendix A Class 1 is "$40.00" base on income $0-$2,000 plus "$1.54" per $1,000 or fraction over $2,000, with all taxes and rates doubled for non-residents having no fixed principal place of business in the municipality. Classification is made by the License Official (§ 110.21(C)), so the class applied to a particular STR should be confirmed with that office. Renewal: "Business license fees are due prior to commencing operations, and annually on April 30th." The 2019 rental notice states "Penalties for late payment accrue at a rate of five percent per month commencing July 2" (that notice was tied to a July 1 effective date).
