When lane reversal is triggered — the published decision factors

The SC Hurricane Plan Base Plan (Appendix 1, August 2026 edition) states: "An evacuation may be conducted with or without a lane reversal along specified evacuation routes," and "In the time prior to an Evacuation Order being announced by the Governor, SCEMD, ESF-16, ESF-1 (Transportation), and the coastal counties will convene to determine a recommendation on lane reversals for the Governor. This recommendation will be based on the following factors: a. Traffic numbers leaving Florida and Georgia b. Historical South Carolina traffic on evacuation date c. Current estimated occupancy rate for overnight visitors in the state d. Evacuation zones/total population being ordered to evacuate within the Governor's Order e. Estimated evacuation compliance." Annex E adds: "The operational decision of when and if to reverse lanes during an evacuation or reentry is based on the variables outlined in the Hurricane Base Plan. The lane reversal plans are detailed in the IAPs maintained by SCDPS." There is no published wind-speed, category or hour-count trigger. Reversal is a discretionary call by the Governor on a recommendation, and it may or may not accompany an evacuation order. Checked 2026-09-04.
