Re-entry — the state's published position after an order is rescinded

The SC Hurricane Plan Base Plan (Appendix 1, August 2026 edition), Section VII.H, states: "1. Upon local determination that it is safe for the public to return, a recommendation will be made to the Governor to rescind the Evacuation Order. 2. Once rescinded, no reentry restrictions from the State will exist; however, reentry restrictions from the county or municipality may still be in place. 3. Reentry operations will be conducted by local authorities, in coordination with the SEOC and with support from the SERT." The 2026 SC Hurricane Guide adds: "Some areas may be inaccessible even after the official evacuation order is lifted." Annex E states that when an evacuation order is lifted, "the Traffic Control Points for evacuation operations will become Traffic Control Points for re-entry manned by the Law Enforcement agencies." So re-entry rules for a Mount Pleasant address are set by the Town and Charleston County, not the State. Checked 2026-09-04.
