Published clearance times for the Central Hurricane Region (Charleston, Berkeley, Dorchester)

Annex C (May 2026) publishes modelled clearance times in hours from the 2024 HES Transportation Analysis, using 2023 ESRI Business Analyst population estimates. Selected published scenarios for the Central Region, which includes Mount Pleasant: evacuating Zone A only, 100% resident compliance and 100% overnight visitor occupancy — 100,679 evacuating population, no lane reversal, 11.4 hours. Zones A and B (the pairing that includes Mount Pleasant), 100%/100% — 322,582 population, no reversal, 30.1 hours; the same scenario with reversal (scenario 64) — 24.7 hours. Zones A, B and C, 100%/100% — 528,017 population, no reversal, 45.8 hours; with reversal (scenario 82) — 38.2 hours. Zones A-D, 100%/100% — 555,069 population, 47.5 hours without reversal, 42.5 hours with. Annex C states "All times are expressed in hours" and that the evacuating population "includes the overnight visitor population and the evacuation zone resident population (based on the scenario's expected compliance)."
