Charleston County re-entry — no resident pass or decal program is published

Charleston County publishes no re-entry pass, placard or decal for ordinary residents. Its RSF-9 Re-Entry and Security Plan (the county's published re-entry document, marked "DRAFT REVISED: November 2017") states under Identification Procedures: "Residents should have proper identification, such as a driver's license, voter's registration, utility bills, property tax receipts, etc; a document that proves residence or ownership of property within the disaster area." It defines three re-entry phases — "No Access," "Restricted Access," and "Limited Access," the last of which "allows for the limited re-entry of only those residence or businesses who can prove they live, own, rent, lease or otherwise have a need to be allowed into the restricted areas." It further states: "The decision of when to permit residents or business owners to return to the effected area will be made cooperatively between the County EOC and municipalities in the impacted areas." Published Traffic Control Points for Operational Area 1902 (Mt. Pleasant / Awendaw) include "Hwy 17 North at Ravenel Bridge (Mt. Pleasant), I-526 at Wando Bridge (Mt. Pleasant)," "Hwy 41 at Wando River (Sheriff)," "IOP Connector at Rifle Range Rd (Isle of Palms)" and "Sullivans Island at Ben Sawyer Bridge (Sullivans Island)."
