Charleston County Dash Pass — a business/critical-personnel program, and its web page is currently broken

The county's only pass program is the Vehicle Dash Pass, and it is for employers, not households. Per Attachment 1 of the county Re-Entry Plan: "Employees of critical facilities or functions can display these passes in the vehicles. The Dash Passes do not guarantee access to the all or parts of Charleston County." Requirements as published: "1) An example of your company's Dash Pass shall be provided to Charleston County Emergency Management Department. 2) A list of the employees and their job function or duties shall be provided to Charleston County Emergency Management Department and the list must be up-dated annually." And: "Passes not on file in the EOC at the Law Enforcement Deck will not be honored." Processing: "It takes our department 5 business days to process the applications, therefore it is not likely that your applications will be processed during an activation of our Emergency Operations Center. Please submit them at the beginning of the hurricane season each year." Passes are 8.5 x 5.5 inches; questions to (843) 746-3800. IMPORTANT CURRENT-STATUS FINDING: the county's own Dash Pass web page at https://www.charlestoncounty.gov/departments/emergency-management/dashpass.php returns a 404 error as of 2026-09-04, and the Dash Pass and Warming Centers nav entries are commented out in the county hurricane page's HTML. The program is documented only in the 2017 draft PDF. Anyone needing a Dash Pass should call EMD to confirm the program is still running.
